W.J. Monagle has served as the Executive Director of the Little Rock Workforce Development Board (LRWDB) since October 2007. The LRWDB is fiscally responsible for federal Workforce Innovation and Opportunity Act (WIOA) funding used to develop the capacity of the Little Rock workforce. W.J. Monagle has more than 22 years of experience working with the public/private partnerships between local municipal government and non-profit organizations. He has successfully written and competitively secured more than $6 million of outside funding from federal sources, predominately focused on at-risk youth.
Previously, he served as Operations Coordinator for the City of Little Rock’s Department of Community Programs from 2001 to 2007. The Department of Community Programs now provides $6 million annually in contracts with community-based organizations to fund programs for at-risk youth – such as afterschool, gang-intervention, drug treatment and intervention, and summer jobs programs. As the principle writer of the award application, Little Rock was named one of the 100 Best Communities for Young People for three years in a row (2006-2008) by the America’s Promise Alliance, founded by retired general and secretary of state, Colin Powell. On the City’s behalf, Mr. Monagle continues to serve coordinator of the “Central Arkansas EITC Working! Coalition,” a collaboration of more than 25 organizations.
He was the Executive Director of Habitat for Humanity of Pulaski County from 1995-2000. There, he developed a keen understanding of the issues involved in providing decent, affordable housing to low-income families in Little Rock using a volunteer and low-skill workforce.
